Emergency crews were forced to suspend search operations in Kerr County, Texas, on Sunday, as the area hit hardest bycatastrophic flash floodingearlier this month faced a renewed flood threat. Texas Gov. Greg Abbott said Sunday afternoon that rescue operations were underway in San Saba, Lampasas and Schleicher Counties. Evacuations are also ongoing in several Central Texas counties as authorities monitor rising water in Kerrville, the hardest-hit city in Kerr County by thedestructive July 4 stormsthat caused the Guadalupe River to overflow. Officials in Texas' rural and flood-prone Hill Country have said at least 161 people from the area remain missing and efforts to find them are ongoing. The serious threat unfolding in San Saba County is along the San Saba River, another area known to flood. Rains from this weekend  — on top of the already soaked ground — were forecast to raise the river above 30 inches. The river is forecast to rise faster and higher than it did on July 4. Police in Kerrville announced that ground search operations had been paused before 8 a.m. local time Sunday due to "flood danger." "We will provide more information soon but for now, all search crews need to evacuate the river corridor until further notice. Any volunteer search parties in the Guadalupe River corridor need to heed this warning," the police department wrote in a social mediapost. "The potential for a flash flood is high." The department also shared an emergency weather alert that warned of "a high probability of the Guadalupe River at Hunt reaching flood stage today." It urged people, equipment and vehicles to move away from the water immediately. Hunt was the site of particularly disastrous flooding early in the morning on July 4, with officials saying the river swelled more than 20 feet in less than an hour and ultimately killed at least 103 people countywide, including dozens of children at a riverside summer camp calledCamp Mystic. Aflash flood warningwas issued for parts of Kerr County on Sunday morning, along with other pockets of Central Texas. The Austin-San Antonio branch of the National Weather Service issued the warning as thunderstorms began to dump heavy rain over the area, and rainfall was expected to continue at a rate of 1 to 2.5 inches per hour, according to the forecast bulletin. The Weather Service noted that flash flooding was "ongoing or expected to begin shortly." The warning was due to expire at 12:15 p.m. local time. "This is a dangerous and life-threatening situation. Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order," the city of Kerrville wrote in another social mediapost, while the Weather Service emphasized that people should exercise serious caution around "low water crossings," which are small bridges built close to the surface of the Guadalupe River. Kerr County officials said last week that the crossings easily flood, as they did on the morning of July 4, trapping people on small "islands" of dry land and making it very difficult for emergency responders to reach them. Although Kerr County suffered the most tragedy as a result of the inundation more than a week ago, several other counties across Central Texas felt its impacts, too. Including Kerr County, the death toll statewide has grown to at least 129, and 166 more are unaccounted for, according to the latest information from local officials. Thesubsequent searchfor those missing among the debris has been massive. Volunteers, drones and search dogs joined the operation as crews from local, state and federal agencies probed on the ground, through the water and overhead in the air in hopes of uncovering anyone still lost. Difficult weather and harsh terrain have intermittently complicated their efforts, officials said. On Friday, Texas Gov. By David Shepardson, Abhijith Ganapavaram and Allison Lampert WASHINGTON/NEW DELHI/MONTREAL (Reuters) -The U.S. Federal Aviation Administration and Boeing have privately issued notifications that the fuel switch locks on Boeing planes are safe, a document seen by Reuters showed and four sources with knowledge of the matter said. The FAA's Continued Airworthiness Notification on July 11 came after a preliminary report into Air India's Boeing 787-8 crash, which killed 260 people last month, raised questions over engine fuel cutoff switches. The FAA's notification to Civil Aviation Authorities, seen by Reuters, said: "although the fuel control switch design, including the locking feature, is similar on various Boeing airplane models, the FAA does not consider this issue to be an unsafe condition that would warrant an Airworthiness Directive on any Boeing airplane models, including the Model 787." When asked for comment, the FAA said it did not have anything to add beyond the notification. Boeing also referred to the FAA notification in a Multi-Operator-Message sent to the airlines in the past few days, which said the planemaker is not recommending any action, two of the sources with direct knowledge said. When asked for comment, Boeing referred Reuters' questions to the FAA. The preliminary investigation report into the crash by India's Aircraft Accident Investigation Bureau (AAIB), referred to a 2018 FAA advisory, which recommended, but did not mandate, operators of several Boeing models, including the 787, to inspect the locking feature of the fuel cutoff switches to ensure it could not be moved accidentally. The report said Air India had said it had not carried out the FAA's suggested inspections as the FAA 2018 advisory was not a mandate. But it also said maintenance records showed that the throttle control module, which includes the fuel switches, was replaced in 2019 and 2023 on the plane involved in the crash. The report noted "all applicable airworthiness directives and alert service bulletins were complied on the aircraft as well as engines." ALPA India, which represents Indian pilots at the Montreal-based International Federation of Air Line Pilots' Associations, in a statement on Saturday rejected the presumption of pilot error and called for a "fair, fact-based inquiry." "The pilots body must now be made part of the probe, at least as observers," ALPA India President Sam Thomas told Reuters on Sunday. ALPA India, in a letter posted on X, said the preliminary investigation report referred to the 2018 FAA advisory "concerning the fuel control switch gates, which indicates a potential equipment malfunction." In the flight's final moments, one pilot was heard on the cockpit voice recorder asking the other why he cut off the fuel. "The other pilot responded that he did not do so," the report said. It said fuel switches had almost simultaneously flipped from run to cutoff just after takeoff. The report did not say how the switches could have flipped during the flight. Two U.S. safety experts said on Saturday they backed ALPA India's request to be observers in the probe, but said the investigation report did not suggest a bias toward pilot error. John Cox, a pilot and former ALPA U.S. representative, said AAIB's report seemed objective and fair. PARIS (AP) — FrenchPresident Emmanuel Macronon Sunday announced 6.5 billion euros ($7.6 billion) in extra military spending in the next two years because of new and unprecedented threats, ranging from Russia to nuclear proliferation, terrorists and online attacks. The French leader laid out the spending plans in a sweeping speech calling for intensified efforts to protect Europe, andsupport Ukrainein its war against Russia's full-scale invasion. He said France will aim to spend 64 billion euros ($74.8 billion) in annual defense spending in 2027, the last year of his second term. That would be double the 32 billion euros in annual spending when he became president in 2017. ″Since 1945, freedom has never been so threatened, and never so seriously,'' Macron said in the French president's traditional speech to the military on the eve of the Bastille Day national holiday. ''We are experiencing a return to the fact of a nuclear threat, and a proliferation of major conflicts.'' ″To be free in this world, we must be feared. To be feared, we must be powerful,'' he said. He insisted that France can find the money to spend more on the military even as it tries to bring down massive national debts. Conservative and far-right parties have supported greater defense spending, while left-wing parties accuse the government of sacrificing hard-won social welfare benefits for military spending. Europe is in danger because ofRussia's war in Ukraineand wars in the Middle East, and because ″the United States has added a form of uncertainty,″ Macron argued. Other dangers he cited included online disinformation campaigns by unnamed foreign governments and propaganda operations targeting children, in ″the screen era.″ Macron also ordered France's top military and defense officials to start a ″strategic dialogue″ with European partners about the role that the French nuclear arsenal could play in protecting Europe. In an exceptional move, France and Britain agreed in recent days to cooperate on nuclear defense issues. Macron's speech came as U.S.President Donald Trumpis expected to make an announcement about Russia on Monday, and the head of NATO is traveling to Washington for two days of talks. Trump last week announced plans tosell NATO allies weaponrythat they can then pass on to Ukraine, which has been struggling to repel massive and complex Russian air assaults. Macron recentlyspoke with Russian President Vladimir Putinfor the first time in three years, but remains a target of widespread criticism in Russia for his vocal support for Ukraine. The Kremlin argues that the Ukraine conflict is a consequence of Western countries' decision to ignore Russia's security interests. The head of the French military, Gen. Thierry Burkhard, laid out risks emanating from Russia that stretch well beyond Ukraine. Russia is disrupting trajectories of satellites to jam them or spy on them, is involved in undersea infrastructure sabotage, and leads disinformation campaigns in France and Africa, Burkhard said Friday. He said Russian attack submarines penetrate into the North Atlantic and the Mediterranean, and Russian military planes interact frequently with other aircraft over the Black Sea, Syria, the Mediterranean and the North Atlantic.
