The US is imposing sanctions against a senior UN official focused on the human rights of Palestinians, US Secretary of State Marco Rubio announced Wednesday. In a post on X, Rubio said he was imposing the sanctions against Francesca Albanese, who holds the title of UN special rapporteur on the situation of human rights in the Palestinian territories, "for her illegitimate and shameful efforts to prompt (International Criminal Court) action against U.S. and Israeli officials, companies, and executives." The announcement is the latest effort by the US to punish those looking into alleged crimes committed by Israel as thewar in Gazacontinues. President Donald Trump issued an executive order in February authorizing punitive measures against the ICC because of its "illegitimate and baseless actions targeting America and our close ally Israel." The Trump administration has since imposed sanctions on ICC chief prosecutor Karim Khan and four other judges. Rubio said in a separate statement that the sanctions against Albanese are being applied under that executive order. The rapporteur position is not appointed by the UN Secretary General. Rather, the role is for an "independent expert" appointed by the UN Human Rights Council "to follow and report on the human rights situation in the Occupied Palestinian Territory,"according to the UN Officeof the High Commissioner for Human Rights. The announcement of sanctions against Albanese was made while Israeli Prime Minister Benjamin Netanyahu is in Washington, DC. It was quickly applauded by Israeli Foreign Minister Gideon Sa'ar, who called it "a clear message." "Time for the UN to pay attention!," he wrote on X. Israeli Ambassador to the UN Danny Danon also commended the move. CNN has reached out to the UN Office of the High Commissioner for Human Rights for comment. In the statement, Rubio said Albanese "has directly engaged with the International Criminal Court (ICC) in efforts to investigate, arrest, detain, or prosecute nationals of the United States or Israel, without the consent of those two countries." He said neither Israel nor the US is party to the treaty that established the ICC, "making this action a gross infringement on the sovereignty of both countries." "The United States has repeatedly condemned and objected to the biased and malicious activities of Albanese that have long made her unfit for service as a Special Rapporteur," Rubio continued, accusing Albanese of antisemitism and expressing "support of terrorism, and open contempt for the United States, Israel, and the West." "That bias has been apparent across the span of her career, including recommending that the ICC, without a legitimate basis, issue arrest warrants targeting Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant," he said. The ICC issued arrest warrants for Netanyahu and Gallant in November 2024 for alleged war crimes and crimes against humanity. The court also issued arrest warrants for three top Hamas officials. Last week, the US opposed the renewal of Albanese as special rapporteur and called on the UN secretary general to "directly condemn Ms. Albanese's activities and call for her removal as Special Rapporteur." On Wednesday, Rubio said that Albanese had written "threatening letters to dozens of entities worldwide, including major American companies across finance, technology, defense, energy, and hospitality, making extreme and unfounded accusations and recommending the ICC pursue investigations and prosecutions of these companies and their executives." "We will not tolerate these campaigns of political and economic warfare, which threaten our national interests and sovereignty," Rubio said. Baylor University, a Baptist institution in Waco, Texas, announced Wednesday that it would rescind its acceptance of a $643,000 grant that it had recently been awarded to study the inclusion of women and LGBTQ people in the church. In aletter posted to the university's website, Baylor University President Linda Livingstone said returning the funds "is the appropriate course of action and in the best interests" of the school. "We remain committed to providing a loving and caring community for all — including our LGBTQIA+ students — because it is part and parcel of our University's mission that calls us to educate our students within a caring Christian community," Livingstone's letter said. She added: "As we reviewed the details and process surrounding this grant, our concerns did not center on the research itself, but rather on the activities that followed as part of the grant. Specifically, the work extended into advocacy for perspectives on human sexuality that are inconsistent with Baylor's institutional policies, including ourStatement on Human Sexuality." The university's Statement on Human Sexuality says, in part: "The University affirms the biblical understanding of sexuality as a gift from God. Christian churches across the ages and around the world have affirmed purity in singleness and fidelity in marriage between a man and a woman as the biblical norm. Temptations to deviate from this norm include both heterosexual sex outside of marriage and homosexual behavior." Wednesday's announcement comes just nine days after the university announced its Center for Church and Community Impact had been awarded a sizable grant from the Eula Mae and John Baugh Foundation "to help foster inclusion and belonging in the church." "Through academic research, this grant will help us better understand the disenfranchisement and exclusion of LGBTQIA+ individuals and women within congregations to nurture institutional courage and foster change," the June 30 announcement, which wasremoved from the university's website, said. The Eula Mae and John Baugh Foundation,according to its website, is a nonprofit family foundation that "supports progressive, inclusive, nonprofit organizations that reflect the love of Christ." Among its funding priorities, its website notes, "faith-based post-secondary education," "social justice and advocacy" and "inclusivity initiatives." The foundation did not immediately respond to a request for comment.

PETA filed a state lawsuit on Tuesday against the American Kennel Club, in hopes of forcing the influential group to ditch breeding standards that allegedly lead to "deformed, unhealthy" canines. People for the Ethical Treatment of Animals (PETA) specifically targeted some of the most popular breeds of man's best friend — bulldogs, French bulldogs, pugs, dachshunds and the Chinese shar-pei. Plaintiffs asked the Manhattan Supreme Court to stop AKC from backing these standards which allegedly "cause deformities, great suffering and premature death" to these animals. AKC said it did not "create breed standards," but instead works to ensure these classifications "are clear, consistent, and continue to reflect the breed's health, function, and type." "The AKC has been — and remains — firmly committed to the health, well-being, and proper treatment of all dogs," according to an AKC statement. "We categorically reject PETA's mischaracterizations of specific breed standards and their assertion that these standards create unhealthy dogs." The targeted breeds include unique features such as short, upturned or flat noses seen on the faces of bulldogs, French bulldogs and pugs. The short-legged elongated bodies of dachshunds and unique skin folds of the Chinese shar-pei may bring smiles and approving nods in homes, dog walk parks, animal shelters and pet stores across America, but PETA advocates claim these human smiles come at a terrible cost to these dogs. The Frenchieis AKC's most popular breed, with short noses and other facial and mouth "distortions" and "deformities" that "give rise to a chronic, debilitating, respiratory syndrome," according to the lawsuit. PETA says the bulldog's large skull and "short-faced head" are "distortions of the normal structures of the face, mouth and airway" which "all contribute to the the obstruction of airflow and severaly impede breathing." The dachshund's low-to-the-ground body and tiny legs are the "animal equivalent of a poorly designed bridge" which cause back aches and "significant needless pain and suffering," according to PETA. The lawsuit states in addition to their pressed faces,pugshave prominent eyes with "unnaturally shallow eye sockets" which "interfere with their ability to blink and spread tears across their eyes," leading to "extremely painful conditions." TheChinese shar-peiis known for its unique skin folds which are "highly prone to infection and inflammation," leading to "lifelong discomfort, irritation, infection and pain," according to PETA. The AKC counters that the "health and welfare of dogs are paramount and at the core of our mission." "AKC advocates that all dogs be bred to produce healthy, well-adjusted companions. AKC remains proud of its legacy and resolute in its mission to protect the health, heritage, and well-being of purebred dogs — now and into the future."
