Tibi Sullivan tells PEOPLE she and her family were on the way home from a holiday celebration at her brother's house, excited to see fireworks as it was getting dark. As they drove down a street near their home, Sullivan's husband spotted the ducks. "We were one street away from our house when we saw the ducks. We drove past them before I could even see them, and he decided to turn around to show the kids," she tells PEOPLE of her husband. While there are ducks in their area, the family wasn't used to seeing them in their neighborhood, since they aren't close to the water. "When we made it back to the ducks, my husband noticed the mama duck hadn't moved and was still standing by the drain. That's when he mentioned her distress and asked me to get out and check the drain," Sullivan says. After getting out and taking a peek down the drain, Sullivan realized that there was what appeared to be one duckling in the drain. As the chirps multiplied, however, she realized there had to be more. "I tried to lift the grate up with one arm to make sure it wasn't locked shut," Sullivan says. "It was too heavy for me to lift with one arm. I would've had to deadlift it open. I told my husband to come open it and he got it open easily." They needed some type of tool in order to get the ducks out, and they were close enough to home to run over and grab something. "My oldest daughter is 8 and she was the most aware about what was happening. I left my husband by the ducks and jumped in the car to go grab a net with the kids in the car," Sullivan says. Tibi Sullivan "My oldest was on the verge of tears telling me to drive faster saying, 'Nothing else matters right now,' " the mom continues. "She was scared the baby ducks wouldn't make it." When they got back, Sullivan's husband got to work. A neighbor saw them and "stopped his truck in the middle of the street to block traffic." Everyone was relieved as the couple rescued four ducklings and got them back to their mom, who had waited nearby. "After the rescue, all the kids were happy and excited that they made it to their mom," Sullivan shares. "It was nice to see so many sweet comments. To us, it wasn't even a question to save the ducks or not. It didn't even cross our minds to just leave them there," she says. "I feel like anyone would try and help in this situation. DUBAI, United Arab Emirates (AP) — Iran's government has issued a new death toll for its war with Israel, saying at least 1,060 people were killed and warning that the figure could rise. Saeed Ohadi, the head of Iran's Foundation of Martyrs and Veterans Affairs, gave the figure in an interview aired by Iranian state television late Monday. Ohadi warned the death toll may reach 1,100 given how severely some people were wounded. During the war, Iran downplayed the effects ofIsrael's 12-day bombardmentof the country, which decimated its air defenses, destroyed military sites and damaged its nuclear facilities. Since a ceasefire took hold, Iran slowly has been acknowledging the breadth of the destruction, though it still has not said how much military materiel it lost. The Washington-based Human Rights Activists group, which has provided detailed casualty figures from multiple rounds of unrest in Iran, has said 1,190 people were killed, including 436 civilians and 435 security force members. The attacks wounded another 4,475 people, the group said.

A man was killed after an exchange of gunfire with U.S. Customs and Border Protection agents in southern Texas, according to the Department of Homeland Security. McAllen police got a call reporting shots heard in the area of the Border Patrol McAllen Station at around 5:53 a.m., the FBI said in a statement. The police department alerted the FBI's San Antonio division and responded to the scene. The city of McAllen identified the suspect as Ryan Louis Mosqueda. His last known address was in Michigan, and he is about 27 years old, McAllen Police Chief Victor Rodriguez said at a news briefing Monday afternoon. "The armed suspect, an adult male, engaged the law enforcement officers responding to the scene and officers returned fire," the FBI said in the statement, adding that a responding officer was injured in the gunfire and "transported to a local hospital for treatment." The officer is stable, the statement added. According to the Department of Homeland Security, the suspect opened fire at the entrance of the federal government building, and Border Patrol agents and local police "helped neutralize the shooter." A Border Patrol employee and two officers were injured, DHS spokesperson Tricia McLaughlin said, adding that one of them was shot in the knee. All were taken to a hospital. The incident is not an active shooter situation, and there is no threat to public safety, the FBI said. "However, out of an abundance of caution, the FBI asks that the public avoid the area if possible," the FBI said. "The FBI is the lead investigative agency, and we will continue working with our local, state, and federal partners to ensure the safety of this community." A motive was not clear, Rodriguez said. "We do not know at this point in time whether there were any other associates with him or other persons involved," Rodriguez said. "That is part of the investigation that will ensue after today." McAllen International Airport resumed full operations Monday afternoon "following a temporary closure due to off-airport safety concerns," the city of McAllensaid on Facebook. "We appreciate the community's patience as we prioritized safety during the closure," City Manager Isaac J. Tawil said.

Officials in Kerr County, Texas — where27 campers and counselors at a Christian summer camp were killedin catastrophic flooding — had discussed installing a flood warning system along the banks of the Guadalupe River, known as"Flash Flood Alley,"but it was rejected as too expensive. Kerr County, home to around 50,000 people, had looked into installing sirens, river gauges and other modern communication tools along the waterway in 2017, but ultimately decided against it, the New York Times reported. "We can do all the water-level monitoring we want, but if we don't get that information to the public in a timely way, then this whole thing is not worth it," Kerr County Commissioner Tom Moser said at the time. But the county, which has an annual budget of around $67 million, lost out on a bid to secure a $1 million grant to fund the project in 2017, county commission meeting minutes show. It is unclear how much installing a flood warning system would have cost specifically. Instead, local officialsrelied on a word-of-mouth systemto pass messages about raging floodwaters downriver from the camps upstream. In a recent interview, Rob Kelly, the Kerr County judge and its most senior elected official, said residents werehesitant about the high costof a warning system. "Taxpayers won't pay for it," he said, according to the Times. Meanwhile, county commissioners discussed using a flood warning system being developed by a regional agency as recently as May, budget meeting minutes show. A flood warning system was first suggested in 2015 in the wake of deadly floods in Wimberley, Texas, some 75 miles east of Kerrville, the Kerr County seat. Wimberley, which is located in neighboring Hays County, installed a more sophisticated monitoring system in the wake of the flooding, putting up cell towers to send out notices to all cellphones locally. The flood warning system in Hays County had a projected cost of $2 million, with $500,000 coming from the Texas Water Development Board in grant funding and the rest coming from the county,the Austin American-Statesman reported. Former commissioner Moser visited Wimberley to view their new flood system and came back to Kerr County to push for a similar strategy. His proposal would have featured extra water detection systems and ways to alert the public, but budget concerns saw the scheme go nowhere. "It sort of evaporated. It just didn't happen," he told the Times. He admitted that he "didn't know" if people might reconsider their position in light of the recent tragedy. Moser admitted it isn't certain that a flood warning system like the one he proposed a decade ago would have prevented the recent tragedy in the county, which has seen more than 100 killed, including some 28 children — but he does believe it would have made a difference. "I think it could have helped a lot of people," he said. The area is known as "Flash Flood County" because of its unique combination of weather patterns, soil and lack of green space.
